Reason: the State of Louisiana used to be a colony of France just like Haiti.
The workers for the Great Country of France (obviously) should have come
and go from both colonies simultaneously. When Haiti got her Independence
from France in 1804, there was no longer a need for France to held on to
Louisiana; therefore, it was purchased from France by the USA in that same
year, 1804.
